No More GST on New Homes (Up to $1M!)
Great news for first-time home buyers in Canada: the federal government announced that it’s removing the 5% GST on newly built homes priced at or under $1 million. This is a game-changer for affordability – saving buyers up to $50,000 on a purchase. The goal is to lower upfront costs and make homeownership easier for first-timers while also encouraging more new home construction.. If you’ve been eyeing a pre-construction condo or a brand-new house, you won’t have to pay GST on it once this kicks in, putting money back in your pocket from day one.
When Does the GST Exemption Start?
The GST relief is part of a 2025 housing initiative and will take effect as soon as the necessary legislation is in place (the announcement was made in March 2025). The government is “taking immediate action”, so we expect the change to apply to transactions closing later in 2025 and beyond. In plain terms: if your new home’s ownership transfers after the law is passed, you won’t be charged GST on that purchase. We’ll keep you posted on the exact start date, but it’s coming soon – likely this year. This means your timeline for buying a new-build home just got a little friendlier!
Who Qualifies for the GST Break?
This tax break is exclusive to first-time home buyers purchasing a home for $1 million or less. It applies to brand-new and substantially renovated homes – basically, any home sale that would normally have GST/HST on it. To qualify as a “first-time homebuyer,” you must never have owned a home before (if you have a spouse, they shouldn’t have owned one while being your spouse either). In other words, if you’ve only ever rented or lived with family, this is for you. You also need to intend to live in the home as your primary residence – it’s not meant for flips or rental investments by investors. (So, no buying a new place just to rent it out immediately – it has to be your first home.) If all buyers on title are first-timers and the price is no more than $1M, you’re set to benefit. Builders and developers will work with qualifying buyers to make sure the GST is waived on eligible sales. Bottom line: if it’s truly your first home, you’re getting a tax break.
How Do You Get the Savings? (Upfront vs. Rebate)
Unlike the old rebate system (which only returned a portion of GST and nothing above $450k), this new exemption means the 5% GST is simply not charged at all for those who qualify. It’s an upfront exemption – you won’t pay it at closing, so no need to wait for a rebate cheque later. The government is literally “eliminating the GST”, which reduces your upfront price on a new home. For example, a $800,000 newly built home would normally have $40k in GST; with this change, that $40,000 is knocked off the price. The savings are realized immediately in your purchase price or on your closing statement. (If for some reason you do end up paying it due to timing, it would presumably be reimbursed – but the plan is to have builders not collect it in the first place.) This makes the home buying process simpler and cheaper for you, rather than dealing with rebate paperwork. No GST = lower price at point of sale. 🎉
Stacking with Other Buyer Programs
Worried you’ll have to choose between this and other incentives? Good news – you can stack this with any other first-time buyer programs you’re eligible for. This GST exemption is independent of other incentives: it pairs nicely with your RRSP Home Buyers’ Plan withdrawals, your new Tax-Free First Home Savings Account (FHSA), and more. For instance, if you plan to use the First-Time Home Buyer Incentive (the federal shared-equity loan that offered 5–10% of the purchase price as a down payment boost – note: this program stopped accepting new applications in 2024), it won’t conflict with the GST savings. You could have taken that loan and still pay no GST on a new home – a double win. Similarly, land transfer tax rebates remain in play: in Ontario, first-time buyers get a provincial LTT refund up to $4,000 (covering the full tax on a home up to ~$368k), and if you buy in Toronto there’s an additional municipal rebate up to $4,475. Those rebates stack on top of this GST break – so you save on sales tax and land tax. And don’t forget existing programs like the Home Buyers’ Plan (RRSP withdrawals) or the First-Time Home Buyers’ Tax Credit (a $10k income tax credit) – all still available. Ontario’s new housing HST rebate also still applies: the province refunds up to $24,000 of the 8% provincial portion of HST on new homes. That means on a new home purchase you’ll still get a chunk of the provincial tax back, in addition to not paying the 5% federal GST. Stacking these programs can significantly improve your affordability. We can help you navigate all of them to maximize your savings! 💰
Pre-Construction Purchases – What to Know
If you’ve already bought a pre-construction home (condo or house) that hasn’t closed yet, this GST change could benefit you too. The GST is generally applied when you take ownership (at final closing), not when you signed the purchase agreement. So if your closing is after the new exemption comes into effect, your sale should qualify – meaning the 5% GST won’t be charged on your closing statement. For example, say you bought a new condo last year as a first-time buyer, and it’s completing next spring – when you go to close, you could save thousands by not having to pay GST that would have otherwise been due. It’s essentially a retroactive bonus for anyone in the pipeline. (Be sure to confirm with your builder or lawyer how they’ll handle the GST removal – they may simply adjust the price or credit you the amount at closing.) If your pre-construction purchase does close before the law kicks in, you’d still be under the old rules (and GST would apply as before). But for most projects wrapping up later in 2025 or 2026, this is a timely break. This could even influence your strategy: if you’re planning to buy pre-construction now, you know the GST will be waived by the time you take possession (assuming the timelines line up). That lowers your effective cost and could help with mortgage qualification (since the purchase price before tax will be lower). Bottom line: new builds are about to get cheaper for first-timers, which might make that pre-con deposit you put down look even smarter now.
Ontario Buyers: Provincial Tax Implications
What about Ontario’s 8% portion of HST? The federal move only removes the 5% GST portion – Ontario (and other provinces) still charge their part of the tax on new homes. So in Ontario you’ll still have the 8% provincial tax on a new home purchase, unless the province decides to follow suit. The good news is Ontario already provides a provincial new housing rebate up to $24,000, which effectively reduces the hit. (In fact, you get that $24k rebate on any priced home as long as you’re using it as your primary residence, first-time or not .) But beyond that rebate, any remaining Ontario tax will still apply. For example, on a $800k new home, the 5% GST ($40k) would be gone (thanks to this new policy), and the 8% Ontario tax ($64k) would be partly offset by the $24k rebate, leaving ~$40k in provincial tax. So you’d still pay some HST, but a lot less than before. There’s mounting pressure on provinces to match the federal exemption – the Toronto Real Estate Board even said they “encourage the provinces to match this announcement” . If Ontario were to eliminate or further reduce its portion for first-time buyers, that would be another huge boost (fingers crossed!). Even if that doesn’t happen immediately, Ontario first-timers are already coming out ahead with the federal GST off the table. And remember, you can still claim the Ontario land transfer tax refund (up to $4k) on top – that hasn’t changed . Net-net: for GTA buyers, your upfront costs on a new home will drop significantly with the GST gone. You’ll still have the 8% provincial tax (minus rebates) to account for, but your overall tax burden is much lighter now.
What This Means for You
If you’re a first-time buyer in the GTA or Ontario thinking about a new build, these changes could fast-track your homeownership plans. With potentially tens of thousands of dollars in tax savings, that new condo or house just became more affordable. It could mean needing a smaller mortgage, or being able to stretch your budget a bit more to get the home you really want – without the GST, your dollar goes further. Crucially, it might also speed up construction of new developments, increasing supply. More choice and lower prices? We’ll take it! This is a great opportunity to revisit your buying timeline. Were you planning to wait a couple more years to save up a bigger down payment? You might not need to wait as long now, because the price gap has effectively shrunk with this tax break. And if you’ve been focusing only on resale homes till now, it may be time to consider new construction options, since the price difference (after tax) just narrowed in your favor.
